I've had this one up for awhile and nobody got it, so I'll go ahead and give the answer.

Slater lived in the Philippines, Bolivia, and Iceland.

We learn that he lived in the Philippines in "Slater's Friend". That's where he found Artie.

He tells us in "The Lisa Card" that he was a busboy in Bolivia.

In "Aloha Slater", he tells his dad that he wanted to move to Hawaii when they were stationed in Iceland.
